Why so many lets?

A recently qualified referee noticed that to get a let, a player needs to satisfy all the following conditions.

For there to be a Let under Rule 12 all the following must be satisfied

So why so many lets?

Another referee read this and added his comment below:-

I have read your attachment and initially agree. Most of the "lets" should be "no let" or "stroke". Having said this I was told the SRA issued guidelines to referees that no easy strokes should be given to encourage players to play the ball (and not the rules). This makes it better for spectators.

I believe that lets are given for most stroke situations (especially by player markers) unless it is absolutely obvious that a absolute winner was interfered with. Other than that most players are happy with a let, though not to the letter of the rules, it does seem to match the SRA's guidelines.
